| BUILD THE FUTURE LABORPARTY Convention & Conference July 25-28, 2002 Rules for Delegate Selection and Voting Allocation General Provisions 1. All voting delegates to the convention must be members of the Labor Party. 2. Conference participants, defined as attendees who pay the conference registration fee, are entitled to participate with voice in all workshops and conference proceedings. Conference participants may attend all convention proceedings as observers. 3. All delegate registrations, with payment, shall be postmarked not later than June 28, 2002. 4. Any complaint, dispute or problem regarding delegate selection must be submitted to the Interim National Council within 10 days of the event giving rise to the dispute. 5. No delegate may represent more than one organization. 6. The registration fee for each delegate shall be $75 and for each conference participant $50. 7. To be seated at the Convention, all delegates must resolve all debts to the Labor Party, including membership dues. All such payments shall be postmarked not later than June 28, 2002. The same shall be applicable to all organizations seeking representation at the Convention. All exceptions shall be referred to the Credentials Committee. Delegates There shall be seven types of delegates: 1. Representatives of labor organizations 2. Representatives of Labor Party state organizations 3. Representatives of Labor Party chapters and local organizing committees 4. At-large 5. Representatives of designated workers' organizations 6. Members of the Interim National Council 7. Fraternal (nonvoting) Fractional voting is allowed up to one-fifth of a vote. I. Labor Organization Delegates Delegates shall be selected in accordance with the usual Union delegate selection procedures. All labor organization delegates' credentials shall be on the letterhead of the organization and signed by the responsible officer. 1. Affiliated International Unions shall be allocated 100 votes each. 2. International Unions that have paid the affiliation fee, but that have not affiliated formally, shall be allocated 25 votes each. 3. Endorsing International Unions shall be allocated 10 votes each. 4. Affiliated Local (chapter, lodge, etc.) union bodies shall be allocated three votes for the first 500 members and one vote for each additional 500 members or major fraction thereof. 5. Endorsing Local (chapter, lodge, etc.) union bodies shall be allocated one vote for the first 500 members and one vote for each additional 1000 members or major fraction thereof. 6. Affiliated Intermediate labor bodies (central labor councils, joint councils, district councils) shall be allocated three votes. In addition, affiliated and/or endorsing local unions can combine their votes with such intermediate labor bodies, voting a total of three votes plus the total number of votes allocated to the affiliated and/or endorsing local as in Part I, Numbers 4 and 5 above. Notice of such combinations shall be on the letterhead of each affected local union. 7. Endorsing Intermediate labor bodies (central labor councils, joint councils, district councils) shall be allocated one vote. 8. Principal officers of non-endorsing, non-affiliating local unions who have individually endorsed and actively support the Labor Party shall be entitled to representation at one vote per local. The Interim National Council shall determine what constitutes principal officers. II. Labor Party State Organizations Unchartered but recognized state organizations shall be allocated ten votes each. III. Labor Party Chapter and Local Organizing Committee Delegates Each Labor Party chapter and local organizing committee in good standing shall be entitled to elect and send delegates. Each chapter/local organizing committee shall be allocated three votes for the first 50 Labor Party members in good standing in its chapter/local organizing committee plus an additional one vote for every additional 50 members or major fraction thereof. Chapters/local organizing committees with more than 200 Labor Party members in good standing shall be allocated two votes for each 50 members over 200 members or major fraction thereof. All chapter/local organizing committee delegates shall be elected in accordance with the following rules: 1. Chapters/local organizing committees must notify all Labor Party members in the geographic area assigned to the chapter/local organizing committee by mail at least 30 days prior to the time and place of nominations and elections. 2. Delegates must be nominated at an open nominating meeting. 3. Elections shall be conducted by secret ballot and ballots shall be counted immediately upon the close of the meeting. 4. Chapter/local organizing committee elections shall be conducted by the principal officers of each chapter/local organizing committee. IV. At-Large Delegates Labor Party members who are not delegates of an affiliating or endorsing Union or Labor Party chapter/local organizing committee shall have the opportunity to participate as an at-large delegate. The Convention shall establish an At-Large Caucus which shall be allocated one vote for every 50 at-large members in attendance or major fraction thereof. V. Designated Workers' Organizations Delegates Affiliated designated workers' organizations shall be allocated three votes each. Endorsing designated workers' organizations shall be allocated one vote each. VI. Interim National Council Delegates Members of the Council shall have one vote each at the Convention providing they are not a delegate from any other organization. VII. Fraternal Delegates The Interim National Council shall invite and bestow Fraternal Delegate credentials to individuals and representatives from organizations as will further the goals of the founding convention. Fraternal delegates shall not have a vote and may speak only if invited by the Convention Chairperson or upon majority motion from the convention floor. Register Now! |
