the Future: Labor Party Convention and Conference Resolutions and Constitutional Amendments Stop the Privatization of Prisons Resolution With more than two million prisoners, the United States has the highest incarceration rate and among the longest sentences in the world. These prisoners are overwhelmingly poor and working class, and largely people of color. In recent years there has been a move towards privatization of prisons. As in other industries, this has led to lower wages, poorer benefits and worsened working conditions, as jobs move from the heavily unionized public sector into a segment of the private sector in which virtually no jobs are union. But prisons for profit have other serious shortcomings. Private prison corporations have an incentive to extend sentences and increase recidivism, since they have a need to maintain or increase prison populations. There is an incentive to maximize prison populations and minimize costs. This is in direct conflict with the public's need to minimize recidivism, a goal which requires provision of educational, vocational training and other services. The Labor Party recognizes that privatization of prisons threatens both workers' rights and our communities' need for programs which reduce recidivist offenses. We are opposed to any private-sector management or control of jails or prisons. |
